When Partnership Meets Progress
How collaboration helped deliver safer streets and stronger mobility along Westheimer
When METRO completed the Route 82 Westheimer Improvement Project, the agency delivered more than a smoother roadway. It invested in infrastructure that helps buses move more reliably, improves safety for everyone traveling the corridor and strengthens access for the businesses and neighborhoods that depend on it.
For Michael Butler, property manager of the Highland Village Shopping Center, the impact wasn’t just the finished project; it was the partnership METRO built along the way. Through consistent communication and collaboration, METRO kept businesses informed while minimizing disruptions throughout construction.
“The partnership went very, very well,” Butler said. “One thing METRO did particularly well was keeping us involved so we could keep our tenants informed.”
Before work began, METRO met with Highland Village management to review the construction schedule, discuss traffic management strategies and identify ways to reduce impacts on customers, employees and tenants. Those early conversations established trust, set clear expectations and gave property management the information needed to keep businesses informed as work progressed.
Throughout construction, Highland Village management shared regular project updates with tenants, helping businesses prepare for changing traffic patterns and temporary lane closures. Butler said the steady communication helped reduce uncertainty and kept concerns to a minimum.
One of the shopping center’s biggest priorities was avoiding construction during the busy holiday shopping season. Butler said METRO worked closely with property management to develop a schedule that balanced construction needs with business operations.
“What impressed me was that METRO kept me informed about what was happening,” Butler said.
